第一部分 第一次會議提案工作情況
一、提案提交情況
2013年(nian)雙代會第(di)一次會議(yi),共收到提案(an)表126份,經提案(an)委員會專題會議(yi)審議(yi)后(hou),歸類整理(li)出64件提案(an)、31個意(yi)見(jian)和建(jian)議(yi)、5個不立案(an)議(yi)題。
具體情況如下:(一(yi))對符(fu)合(he)(he)(he)黨和(he)國家政(zheng)策法規,學(xue)(xue)校有(you)條件辦(ban)理(li)(li)(li),又確實需(xu)(xu)要(yao)辦(ban)理(li)(li)(li)的提(ti)(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)委員(yuan)會(hui)將80個(ge)議(yi)(yi)題(ti)整理(li)(li)(li)合(he)(he)(he)并為64個(ge)正(zheng)式提(ti)(ti)(ti)案(an)(an)(an)(an);(二)對一(yi)些不(bu)(bu)(bu)(bu)(bu)(bu)符(fu)合(he)(he)(he)立(li)案(an)(an)(an)(an)要(yao)求(qiu)但有(you)參考價值的提(ti)(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)委員(yuan)會(hui)將41個(ge)議(yi)(yi)題(ti)匯(hui)總整理(li)(li)(li)為31個(ge)意見和(he)建議(yi)(yi),匯(hui)總后轉送有(you)關(guan)(guan)(guan)職(zhi)能(neng)部門,逐條向提(ti)(ti)(ti)案(an)(an)(an)(an)人(ren)(ren)回復;(三)對屬于(yu)(yu)個(ge)人(ren)(ren)問(wen)題(ti)提(ti)(ti)(ti)案(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)出的問(wen)題(ti)正(zheng)確,但已(yi)經(jing)解(jie)決(jue)的提(ti)(ti)(ti)案(an)(an)(an)(an),以及一(yi)時沒有(you)條件解(jie)決(jue)的,可向提(ti)(ti)(ti)案(an)(an)(an)(an)人(ren)(ren)做出解(jie)釋的提(ti)(ti)(ti)案(an)(an)(an)(an),則不(bu)(bu)(bu)(bu)(bu)(bu)予立(li)案(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)議(yi)(yi)題(ti):第(di)一(yi),關(guan)(guan)(guan)于(yu)(yu)為來深探(tan)望(wang)子女的父(fu)母提(ti)(ti)(ti)供臨時住所的建議(yi)(yi)。不(bu)(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin):學(xue)(xue)校西麗湖校區設(she)(she)有(you)招待所,可以滿足需(xu)(xu)求(qiu);第(di)二,關(guan)(guan)(guan)于(yu)(yu)建議(yi)(yi)學(xue)(xue)校為各(ge)二級學(xue)(xue)院單位配備急救箱的提(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin):急救工(gong)作涉及面廣(guang),針對性強,需(xu)(xu)要(yao)有(you)資質的醫(yi)護人(ren)(ren)員(yuan)正(zheng)確規范操(cao)作,建議(yi)(yi)將突發情況及時報告醫(yi)務室(shi)或(huo)校外醫(yi)療機構處置;第(di)三,關(guan)(guan)(guan)于(yu)(yu)清理(li)(li)(li)辦(ban)公室(shi)毀壞桌椅的提(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin):無明確地點;第(di)四,關(guan)(guan)(guan)于(yu)(yu)修剪學(xue)(xue)校內路邊的樹(shu)枝的提(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin):屬于(yu)(yu)明喆物業綠化(hua)管理(li)(li)(li)日常(chang)工(gong)作;第(di)五(wu),關(guan)(guan)(guan)于(yu)(yu)校門增加校區標識(shi),設(she)(she)計考慮(lv)建筑(zhu)風水(shui)的提(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原(yuan)(yuan)因(yin):不(bu)(bu)(bu)(bu)(bu)(bu)符(fu)合(he)(he)(he)一(yi)事(shi)一(yi)議(yi)(yi)原(yuan)(yuan)則,其(qi)中一(yi)事(shi)提(ti)(ti)(ti)法亦不(bu)(bu)(bu)(bu)(bu)(bu)妥當。

二、提案受理情況
在落(luo)實提(ti)案辦(ban)理(li)的(de)過程中,學(xue)校工(gong)會(hui)多次(ci)召開(kai)提(ti)案工(gong)作委員會(hui)會(hui)議,及時與(yu)有關的(de)職能部門進行溝(gou)通,完成提(ti)案處理(li)落(luo)實工(gong)作。
64件(jian)提案涉及(ji)到(dao)教(jiao)(jiao)(jiao)學、科研、學生(sheng)、人事、行(xing)政教(jiao)(jiao)(jiao)輔、生(sheng)活(huo)服務及(ji)其(qi)它等(deng)7個(ge)方(fang)面。其(qi)中“(一)制(zhi)作佩戴校(xiao)徽;(二)開設“書院論壇”;(三)推進(jin)解(jie)決教(jiao)(jiao)(jiao)職工集資(zi)款(kuan);(四)進(jin)一步(bu)完善校(xiao)園無線(xian)網絡(luo)覆蓋;(五)新增校(xiao)區電(dian)瓶車、方(fang)便師(shi)生(sheng)員(yuan)工出(chu)行(xing)”等(deng)5件(jian)提案確定為(wei)2013年度學校(xiao)為(wei)教(jiao)(jiao)(jiao)職工辦理(li)的實事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)(ti)案(an)(an)委員(yuan)會(hui)(hui)是雙代會(hui)(hui)提(ti)(ti)案(an)(an)落實的(de)最基(ji)本(ben)的(de)工(gong)作(zuo)組織。本(ben)著“提(ti)(ti)醒重視,溝通交(jiao)流(liu),推動(dong)進(jin)程”的(de)工(gong)作(zuo)原則,對(dui)(dui)與多部門相關的(de)提(ti)(ti)案(an)(an),注重組織協調;對(dui)(dui)常規提(ti)(ti)案(an)(an),逐一(yi)跟(gen)蹤檢查。一(yi)年來(lai),在(zai)校(xiao)分管領導(dao)的(de)指導(dao)、各部門支(zhi)持、以及(ji)全(quan)體委員(yuan)和校(xiao)工(gong)會(hui)(hui)共同努力下(xia),較好地履行了職責,順(shun)利地完(wan)成(cheng)了工(gong)作(zuo)任務。
1.做好(hao)提(ti)案宣傳工(gong)作(zuo),使(shi)廣大(da)教(jiao)職工(gong)和雙(shuang)代(dai)會(hui)代(dai)表(biao)加深對提(ti)案價值(zhi)的(de)認識:即提(ti)案是雙(shuang)代(dai)會(hui)廣泛聯系群眾、集(ji)中(zhong)群眾智慧、吸引教(jiao)職工(gong)參(can)與學(xue)校(xiao)民主管理和民主監督的(de)一個重要(yao)途(tu)徑。
2.保證(zheng)提案調研(yan)時(shi)間。嚴格執(zhi)行(xing)雙代(dai)會相關規(gui)定,督(du)促代(dai)表(biao)樹立群眾(zhong)意(yi)識,平時(shi)注(zhu)意(yi)群眾(zhong)反(fan)(fan)映,為提案準備(bei)信息資源,及時(shi)反(fan)(fan)映教職工(gong)的(de)意(yi)見和(he)建(jian)議。
3.準(zhun)確把握提(ti)(ti)案(an)的立(li)案(an)。凡是(shi)(shi)按(an)要(yao)求提(ti)(ti)交的提(ti)(ti)案(an)表,原(yuan)則上都(dou)予以(yi)立(li)案(an)。對(dui)于沒有(you)立(li)案(an)的提(ti)(ti)案(an),即使是(shi)(shi)個案(an)或建(jian)議,本(ben)著實事求是(shi)(shi)的態度認(ren)真(zhen)對(dui)待和處(chu)理。
4.不(bu)斷提高(gao)提案(an)(an)辦(ban)理的(de)(de)質量。一是規范提案(an)(an)辦(ban)理的(de)(de)程(cheng)序;二是加大督辦(ban)的(de)(de)力度,跟蹤落實,確(que)保能解決的(de)(de)問題及(ji)時(shi)解決。一些因客觀原因一時(shi)做(zuo)不(bu)到的(de)(de),則做(zuo)好(hao)解釋工作,真正(zheng)做(zuo)到案(an)(an)案(an)(an)有回音,件件有交待。
5.推動承(cheng)辦(ban)單位實施“一(yi)(yi)把手”工程,確保交出滿意(yi)“答卷”。在提(ti)(ti)案(an)辦(ban)理過程中,絕大(da)多數(shu)承(cheng)辦(ban)單位一(yi)(yi)把手親(qin)自(zi)負責,親(qin)自(zi)過問,從嚴(yan)要求、從快辦(ban)理,表現出對學(xue)校事業高(gao)度(du)負責的態度(du)。人(ren)(ren)事處(chu)承(cheng)辦(ban)提(ti)(ti)案(an)14件(jian)、意(yi)見和(he)建議5個;后(hou)(hou)勤基建處(chu)承(cheng)辦(ban)提(ti)(ti)案(an)11件(jian)、意(yi)見和(he)建議12個。此類提(ti)(ti)案(an)大(da)多是民生話題(ti),直接(jie)關(guan)系到師(shi)生員(yuan)工的切身利益。在接(jie)到提(ti)(ti)案(an)后(hou)(hou),兩個部門負責人(ren)(ren)分(fen)別帶領有關(guan)人(ren)(ren)員(yuan),認真分(fen)析(xi)原(yuan)因,限時辦(ban)理,并加強與提(ti)(ti)案(an)人(ren)(ren)溝通,爭取(qu)提(ti)(ti)案(an)人(ren)(ren)的理解和(he)支(zhi)持。
至2013年(nian)底(di),在(zai)各承辦(ban)部(bu)門的(de)(de)大力支持和(he)配合(he)(he)下,已全部(bu)答復提案人(ren)。承諾為教職員工辦(ban)的(de)(de)年(nian)度5件實事中(zhong),書院(yuan)論壇(tan)開始運(yun)作;電(dian)瓶車新增了(le)3輛;校(xiao)徽在(zai)進(jin)一步的(de)(de)改進(jin);校(xiao)園無線網絡在(zai)進(jin)一步的(de)(de)完善;教職工集資(zi)款這一歷史遺留問題(ti)正在(zai)處理中(zhong),學校(xiao)一如既往積極(ji)與上(shang)海(hai)思(si)(si)博職業(ye)技術(shu)學院(yuan)聯系,責成校(xiao)內有關公司(si)按(an)公司(si)法合(he)(he)法、合(he)(he)理、合(he)(he)情地予以解(jie)決。3月20日(ri),上(shang)海(hai)思(si)(si)博職業(ye)技術(shu)學院(yuan)黨(dang)政主要領導帶(dai)隊來(lai)校(xiao)尋求解(jie)決途徑(jing)。我們將繼續(xu)跟蹤推進(jin),確保教職工的(de)(de)合(he)(he)法權益(yi)。
綜上(shang)所述,上(shang)次會(hui)議64件(jian)提案中,不宜(yi)采用和難以(yi)(yi)落(luo)(luo)實(shi)(shi)的共10項,占15.6%;其余54件(jian),已經(jing)落(luo)(luo)實(shi)(shi)和正在(zai)落(luo)(luo)實(shi)(shi)的48件(jian),占75.0%;還有正在(zai)論證(zheng),經(jing)過努力(li)可以(yi)(yi)完成的6件(jian),占9.4%。
提(ti)(ti)案委(wei)員會向提(ti)(ti)案人(ren)發出《提(ti)(ti)案反饋意見(jian)評(ping)價表(biao)》,對(dui)職能(neng)部門承辦的(de)64個提(ti)(ti)案給出“滿意”、“不滿意”、“無(wu)所謂”的(de)評(ping)價意見(jian)。統(tong)計結果為(wei):2個提(ti)(ti)案被評(ping)“無(wu)所謂”,5個提(ti)(ti)案被評(ping)“不滿意”,57個提(ti)(ti)案都(dou)被評(ping)為(wei)“滿意”,提(ti)(ti)案反饋意見(jian)的(de)滿意度(du)為(wei)89.1%。
五、存在問題和今后的打算
提案工作與過(guo)去相(xiang)比有進步,但(dan)仍然存在一(yi)些(xie)問題和(he)不足。
1.個別提(ti)案(an)承辦(ban)(ban)部(bu)門對所(suo)辦(ban)(ban)理的提(ti)案(an)重視程度不夠,辦(ban)(ban)理過程拖(tuo)拉,辦(ban)(ban)理質量(liang)不高。
2.雙代(dai)會代(dai)表提(ti)案工作水平有(you)待(dai)提(ti)高,特別是提(ti)案撰寫比較集中民(min)生(sheng)福(fu)利,而對學校發展(zhan)大局關注(zhu)度不(bu)夠。
針對存在的(de)(de)問題(ti),我們提出(chu)改(gai)進工(gong)作的(de)(de)措施:(1)加強與提案(an)承(cheng)辦部(bu)門(men)溝通(tong),提升他(ta)們對提案(an)落實工(gong)作重要性的(de)(de)認識;(2)在可(ke)能(neng)的(de)(de)條件下,對雙代會代表進行(xing)提案(an)方面的(de)(de)培訓(xun)學習,提高提案(an)工(gong)作水(shui)平。
六、總結表彰
經(jing)工會委(wei)員會評選,2013年(nian)度4個(ge)“優秀提(ti)案”和2個(ge)“提(ti)案承辦先進單位”分別是:
第(di)一,鄭永森、張臻、蘇文(wen)代(dai)表提出(chu)的“開設‘書院講壇’,推進書院制改革(ge)和文(wen)化育人工作”;第(di)二,麻小紅、魯(lu)林(lin)華、施(shi)蓓、朱方來、鮑薇(wei)薇(wei)、邱浩、肖景文(wen)、王群、張雷代(dai)表提出(chu)的“公布學校教師(shi)集資款(kuan)運營狀態(tai)”;第(di)三,郭剛、吳鋒(feng)、余(yu)菲(fei)、李放、尹(yin)向(xiang)東、陳(chen)燕代(dai)表提出(chu)的“將無線網絡覆蓋整(zheng)個(ge)校區”;第(di)四,袁述義(yi)、楊燕云、文(wen)小龍代(dai)表提出(chu)的“制作佩戴校徽(hui)”。
2013年度2個“提(ti)案(an)承辦先(xian)進單位”分別(bie)是人事處(chu)、后勤基(ji)建處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學(xue)校(xiao)《教(jiao)職工代表大會(hui)工作細則》和工會(hui)的有(you)關(guan)(guan)規定,校(xiao)工會(hui)于(yu)今年3月初向學(xue)校(xiao)提(ti)交(jiao)了“關(guan)(guan)于(yu)召開(kai)第(di)五(wu)屆(jie)教(jiao)代會(hui)暨第(di)六屆(jie)工代會(hui)第(di)二次會(hui)議的請示”,并于(yu)3月14日(ri)得到校(xiao)黨委(wei)批復,啟動大會(hui)的籌備(bei)程序,給各分工會(hui)發出了向代表征集提(ti)案的通知。代表們圍繞學(xue)校(xiao)發展、人事制(zhi)度(du)改革以及教(jiao)職工所關(guan)(guan)心的問題,認真思考,深入調研,廣泛聽取意見,負責任地提(ti)交(jiao)每(mei)一個提(ti)案。
截至3月(yue)25日,本次雙(shuang)代(dai)會共收到(dao)99份提案(an)(an)表(見附件(jian)2)。分為教學(xue)、科研、學(xue)生、人(ren)事(shi)、行政教輔、生活服(fu)務(wu)及其它等方面。會后(hou),提案(an)(an)工作委員會將本著(zhu)務(wu)實革新精神,對代(dai)表們提出的(de)提案(an)(an)進行歸(gui)類整理(li),認真討論研究是否立案(an)(an),同時送(song)校領(ling)導批示,提交相關職(zhi)能部門落(luo)實辦(ban)理(li)。
