第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第(di)一次會議(yi),共(gong)收到提案表126份,經提案委(wei)員會專題會議(yi)審議(yi)后,歸類整理出(chu)64件提案、31個(ge)意見和建議(yi)、5個(ge)不(bu)立案議(yi)題。
具體情況如下:(一(yi))對(dui)符(fu)(fu)合黨和國家政策法規,學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)有(you)(you)條(tiao)件辦理(li)(li),又確(que)實需要(yao)辦理(li)(li)的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員(yuan)會(hui)將(jiang)80個(ge)(ge)議(yi)題整理(li)(li)合并為(wei)64個(ge)(ge)正式(shi)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an);(二(er))對(dui)一(yi)些(xie)不(bu)(bu)(bu)(bu)符(fu)(fu)合立(li)案(an)(an)(an)(an)(an)要(yao)求但(dan)有(you)(you)參(can)考(kao)價值的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)委員(yuan)會(hui)將(jiang)41個(ge)(ge)議(yi)題匯總整理(li)(li)為(wei)31個(ge)(ge)意見和建(jian)議(yi),匯總后轉送有(you)(you)關(guan)(guan)職(zhi)能部門,逐條(tiao)向(xiang)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)(ren)回復(fu);(三)對(dui)屬于(yu)(yu)個(ge)(ge)人(ren)(ren)問題提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)(ti)(ti)(ti)出的(de)(de)(de)問題正確(que),但(dan)已(yi)經解(jie)決(jue)(jue)的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),以(yi)及(ji)(ji)一(yi)時沒有(you)(you)條(tiao)件解(jie)決(jue)(jue)的(de)(de)(de),可(ke)向(xiang)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)(ren)做(zuo)出解(jie)釋的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),則(ze)不(bu)(bu)(bu)(bu)予立(li)案(an)(an)(an)(an)(an)。(四)5個(ge)(ge)不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)議(yi)題:第(di)(di)一(yi),關(guan)(guan)于(yu)(yu)為(wei)來深探望子女的(de)(de)(de)父母(mu)提(ti)(ti)(ti)(ti)(ti)(ti)供臨時住所的(de)(de)(de)建(jian)議(yi)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)(xiao)區(qu)設有(you)(you)招待所,可(ke)以(yi)滿(man)足需求;第(di)(di)二(er),關(guan)(guan)于(yu)(yu)建(jian)議(yi)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)為(wei)各二(er)級學(xue)(xue)院單位配備急(ji)救箱的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):急(ji)救工作涉及(ji)(ji)面(mian)廣(guang),針對(dui)性強(qiang),需要(yao)有(you)(you)資質的(de)(de)(de)醫護人(ren)(ren)員(yuan)正確(que)規范(fan)操(cao)作,建(jian)議(yi)將(jiang)突發(fa)情況及(ji)(ji)時報(bao)告(gao)醫務(wu)室或校(xiao)(xiao)(xiao)(xiao)外(wai)醫療機(ji)構(gou)處置(zhi);第(di)(di)三,關(guan)(guan)于(yu)(yu)清理(li)(li)辦公室毀(hui)壞桌椅的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):無(wu)明(ming)確(que)地點;第(di)(di)四,關(guan)(guan)于(yu)(yu)修(xiu)剪學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)內路(lu)邊的(de)(de)(de)樹(shu)枝的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):屬于(yu)(yu)明(ming)喆物業(ye)綠化(hua)管理(li)(li)日(ri)常工作;第(di)(di)五,關(guan)(guan)于(yu)(yu)校(xiao)(xiao)(xiao)(xiao)門增加(jia)校(xiao)(xiao)(xiao)(xiao)區(qu)標識,設計(ji)考(kao)慮建(jian)筑風水(shui)的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)(an)(an)原(yuan)(yuan)因(yin)(yin):不(bu)(bu)(bu)(bu)符(fu)(fu)合一(yi)事一(yi)議(yi)原(yuan)(yuan)則(ze),其中(zhong)一(yi)事提(ti)(ti)(ti)(ti)(ti)(ti)法亦不(bu)(bu)(bu)(bu)妥當。

二、提案受理情況
在(zai)落實(shi)提(ti)案辦(ban)理的過程中,學校工(gong)會多次(ci)召(zhao)開提(ti)案工(gong)作(zuo)委員會會議,及時與(yu)有關的職能部(bu)門(men)進(jin)行溝通,完成(cheng)提(ti)案處理落實(shi)工(gong)作(zuo)。
64件(jian)提案(an)涉及到(dao)教(jiao)(jiao)學、科研(yan)、學生(sheng)、人(ren)事、行政教(jiao)(jiao)輔(fu)、生(sheng)活服務(wu)及其它等7個方(fang)面。其中“(一(yi))制作佩戴校(xiao)(xiao)徽;(二(er))開(kai)設“書(shu)院(yuan)論壇(tan)”;(三)推進解決教(jiao)(jiao)職工(gong)集資款(kuan);(四)進一(yi)步完善校(xiao)(xiao)園無線網絡覆蓋(gai);(五(wu))新增校(xiao)(xiao)區(qu)電瓶車、方(fang)便師生(sheng)員工(gong)出(chu)行”等5件(jian)提案(an)確定為(wei)(wei)2013年度學校(xiao)(xiao)為(wei)(wei)教(jiao)(jiao)職工(gong)辦(ban)理的實事。

四、提案委員會工作
提(ti)(ti)(ti)案委員(yuan)會是雙代會提(ti)(ti)(ti)案落實(shi)的(de)最基本的(de)工作組(zu)織(zhi)。本著“提(ti)(ti)(ti)醒重視(shi),溝(gou)通(tong)交流,推動進(jin)程”的(de)工作原則,對與多部(bu)門相關的(de)提(ti)(ti)(ti)案,注重組(zu)織(zhi)協調;對常規提(ti)(ti)(ti)案,逐一跟蹤檢(jian)查。一年來,在校分管領導的(de)指導、各(ge)部(bu)門支持、以及全體委員(yuan)和校工會共(gong)同努力下,較好地(di)履行(xing)了(le)職責,順(shun)利地(di)完成了(le)工作任務。
1.做(zuo)好提案宣(xuan)傳(chuan)工作,使廣(guang)大教職(zhi)(zhi)工和雙代會(hui)(hui)代表加深對提案價值(zhi)的認識:即提案是雙代會(hui)(hui)廣(guang)泛聯系群眾、集中群眾智慧、吸引教職(zhi)(zhi)工參與學(xue)校(xiao)民主管理(li)和民主監(jian)督的一(yi)個重要(yao)途徑。
2.保證(zheng)提(ti)案(an)(an)調研時(shi)(shi)間。嚴格執行雙(shuang)代會(hui)相(xiang)關規定,督促代表樹立群眾意(yi)(yi)識,平時(shi)(shi)注意(yi)(yi)群眾反映(ying),為提(ti)案(an)(an)準備信息資源,及時(shi)(shi)反映(ying)教職工的(de)意(yi)(yi)見和建(jian)議。
3.準確把握提(ti)案(an)(an)的(de)立(li)案(an)(an)。凡是按要求(qiu)提(ti)交(jiao)的(de)提(ti)案(an)(an)表,原則上(shang)都予以立(li)案(an)(an)。對于沒(mei)有立(li)案(an)(an)的(de)提(ti)案(an)(an),即(ji)使是個案(an)(an)或(huo)建議,本著(zhu)實事(shi)求(qiu)是的(de)態度(du)認真對待(dai)和處理。
4.不斷提(ti)高(gao)提(ti)案(an)(an)辦理(li)(li)的(de)(de)質量(liang)。一是規范提(ti)案(an)(an)辦理(li)(li)的(de)(de)程(cheng)序(xu);二是加大督辦的(de)(de)力度(du),跟(gen)蹤(zong)落(luo)實,確保能解決的(de)(de)問題及時(shi)解決。一些因客(ke)觀原因一時(shi)做不到的(de)(de),則做好解釋工(gong)作,真正做到案(an)(an)案(an)(an)有(you)回音,件件有(you)交待。
5.推(tui)動承(cheng)辦(ban)(ban)(ban)單位(wei)實施“一把手”工程(cheng),確保交出滿意(yi)“答卷”。在(zai)提案(an)辦(ban)(ban)(ban)理(li)過程(cheng)中(zhong),絕大多數承(cheng)辦(ban)(ban)(ban)單位(wei)一把手親自負(fu)責,親自過問,從嚴要求(qiu)、從快辦(ban)(ban)(ban)理(li),表(biao)現(xian)出對學校事業高度負(fu)責的(de)(de)態度。人(ren)(ren)事處承(cheng)辦(ban)(ban)(ban)提案(an)14件、意(yi)見(jian)和建(jian)(jian)議(yi)5個(ge)(ge);后(hou)勤(qin)基建(jian)(jian)處承(cheng)辦(ban)(ban)(ban)提案(an)11件、意(yi)見(jian)和建(jian)(jian)議(yi)12個(ge)(ge)。此類提案(an)大多是民生(sheng)話題,直接關(guan)系(xi)到師生(sheng)員工的(de)(de)切身利益(yi)。在(zai)接到提案(an)后(hou),兩(liang)個(ge)(ge)部門負(fu)責人(ren)(ren)分別帶領有關(guan)人(ren)(ren)員,認真(zhen)分析(xi)原因,限時辦(ban)(ban)(ban)理(li),并加(jia)強與提案(an)人(ren)(ren)溝通,爭取(qu)提案(an)人(ren)(ren)的(de)(de)理(li)解(jie)和支持。
至(zhi)2013年底,在各(ge)承辦部門的(de)(de)大力支持和配合下,已全部答(da)復提案人(ren)。承諾為(wei)教職(zhi)(zhi)員工辦的(de)(de)年度5件實事中,書院(yuan)論壇開(kai)始運(yun)作;電瓶車新(xin)增(zeng)了(le)3輛(liang);校(xiao)(xiao)徽(hui)在進(jin)一步(bu)的(de)(de)改(gai)進(jin);校(xiao)(xiao)園(yuan)無線網絡(luo)在進(jin)一步(bu)的(de)(de)完(wan)善;教職(zhi)(zhi)工集資(zi)款這一歷史遺留問題正在處理(li)中,學(xue)(xue)校(xiao)(xiao)一如既往積極(ji)與上海思博(bo)職(zhi)(zhi)業技術學(xue)(xue)院(yuan)聯(lian)系,責成(cheng)校(xiao)(xiao)內有關公(gong)司按(an)公(gong)司法(fa)(fa)合法(fa)(fa)、合理(li)、合情地(di)予以解(jie)決(jue)。3月20日(ri),上海思博(bo)職(zhi)(zhi)業技術學(xue)(xue)院(yuan)黨(dang)政(zheng)主要(yao)領導帶隊來校(xiao)(xiao)尋求解(jie)決(jue)途徑。我們將繼續跟(gen)蹤推進(jin),確保教職(zhi)(zhi)工的(de)(de)合法(fa)(fa)權益。
綜上(shang)所(suo)述(shu),上(shang)次(ci)會議64件(jian)提案中,不(bu)宜(yi)采用和難以落實(shi)的(de)共(gong)10項,占(zhan)15.6%;其余54件(jian),已(yi)經落實(shi)和正(zheng)(zheng)在落實(shi)的(de)48件(jian),占(zhan)75.0%;還有正(zheng)(zheng)在論證,經過(guo)努(nu)力(li)可以完成的(de)6件(jian),占(zhan)9.4%。
提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)委員會向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)人發出《提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)反饋意(yi)(yi)見評價(jia)表》,對職能部(bu)門(men)承辦的64個提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)給出“滿(man)(man)意(yi)(yi)”、“不(bu)滿(man)(man)意(yi)(yi)”、“無所謂”的評價(jia)意(yi)(yi)見。統計結果為:2個提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)被評“無所謂”,5個提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)被評“不(bu)滿(man)(man)意(yi)(yi)”,57個提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)都被評為“滿(man)(man)意(yi)(yi)”,提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)反饋意(yi)(yi)見的滿(man)(man)意(yi)(yi)度(du)為89.1%。
五、存在問題和今后的打算
提案工(gong)作與過去相比有進步,但(dan)仍然存在一些問題和不足。
1.個(ge)別提案承(cheng)辦(ban)部門對所辦(ban)理的提案重視程度不(bu)夠,辦(ban)理過(guo)程拖拉,辦(ban)理質量不(bu)高。
2.雙代會代表提案(an)工作水平有待提高,特(te)別(bie)是提案(an)撰寫比較集中民(min)生福利,而對學(xue)校發展大局關注度不夠(gou)。
針對(dui)(dui)存在(zai)的(de)(de)(de)問題,我們(men)提(ti)出改進工(gong)(gong)作的(de)(de)(de)措施:(1)加強與(yu)提(ti)案承辦(ban)部門溝通,提(ti)升他(ta)們(men)對(dui)(dui)提(ti)案落(luo)實工(gong)(gong)作重(zhong)要性(xing)的(de)(de)(de)認識;(2)在(zai)可能的(de)(de)(de)條件下,對(dui)(dui)雙代會代表進行提(ti)案方面的(de)(de)(de)培訓學習(xi),提(ti)高(gao)提(ti)案工(gong)(gong)作水平。
六、總結表彰
經(jing)工會委員會評選,2013年度4個“優秀提案”和2個“提案承辦先進單位”分別是:
第一(yi),鄭永(yong)森、張臻(zhen)、蘇文(wen)代表提出(chu)(chu)(chu)的(de)“開設‘書院(yuan)講壇(tan)’,推進書院(yuan)制(zhi)改革(ge)和文(wen)化(hua)育人工作”;第二(er),麻(ma)小紅、魯林華、施(shi)蓓、朱(zhu)方來、鮑薇(wei)(wei)薇(wei)(wei)、邱浩(hao)、肖(xiao)景文(wen)、王群、張雷代表提出(chu)(chu)(chu)的(de)“公布學校(xiao)教師集資(zi)款運營狀態”;第三,郭剛(gang)、吳鋒、余菲、李(li)放、尹向東、陳燕代表提出(chu)(chu)(chu)的(de)“將無線網絡覆蓋整個校(xiao)區”;第四,袁述義、楊燕云、文(wen)小龍代表提出(chu)(chu)(chu)的(de)“制(zhi)作佩戴校(xiao)徽”。
2013年度2個“提案承辦(ban)先進單位”分別是人(ren)事處、后勤基建(jian)處。
第二部分:本次雙代會提案和建議情況報告
按(an)照(zhao)學(xue)校(xiao)《教(jiao)職(zhi)工(gong)代(dai)表大會(hui)(hui)(hui)工(gong)作細則(ze)》和(he)工(gong)會(hui)(hui)(hui)的(de)有關規(gui)定,校(xiao)工(gong)會(hui)(hui)(hui)于今(jin)年(nian)3月初向學(xue)校(xiao)提交(jiao)了“關于召開第五屆教(jiao)代(dai)會(hui)(hui)(hui)暨第六屆工(gong)代(dai)會(hui)(hui)(hui)第二(er)次會(hui)(hui)(hui)議的(de)請示”,并(bing)于3月14日得到校(xiao)黨(dang)委批復,啟動大會(hui)(hui)(hui)的(de)籌備程序(xu),給各分工(gong)會(hui)(hui)(hui)發出了向代(dai)表征集提案(an)的(de)通知。代(dai)表們圍繞(rao)學(xue)校(xiao)發展、人事制(zhi)度改革以及(ji)教(jiao)職(zhi)工(gong)所關心的(de)問題,認(ren)真思考(kao),深入調研,廣泛聽取意(yi)見(jian),負責任地提交(jiao)每一個提案(an)。
截至3月25日,本次(ci)雙(shuang)代(dai)會(hui)(hui)共收到99份(fen)提(ti)(ti)案(an)表(biao)(biao)(見(jian)附件2)。分為教學、科研(yan)(yan)、學生(sheng)、人事、行(xing)(xing)政(zheng)教輔(fu)、生(sheng)活服務及(ji)其它(ta)等方面(mian)。會(hui)(hui)后,提(ti)(ti)案(an)工作委員會(hui)(hui)將(jiang)本著務實革(ge)新精神,對(dui)代(dai)表(biao)(biao)們提(ti)(ti)出的(de)提(ti)(ti)案(an)進行(xing)(xing)歸類(lei)整(zheng)理,認真(zhen)討論研(yan)(yan)究是否立案(an),同時送校領導批示,提(ti)(ti)交相關職(zhi)能部門落實辦理。
